Support for Exports in the Regions

Kazakhstan's non-resource export grew by 19.5% in the first seven months of 2026, reaching 18.6 billion US dollars. Today, products from the non-resource sector account for more than a third of the country's total exports. Kazakhstani manufacturers are expanding deliveries and mastering new foreign markets.

However, entering the export market means more than just finding a buyer. Companies need funds to produce the required volume of goods, and when dealing with foreign partners, the risk of not receiving payment on time remains. The Export Credit Agency of Kazakhstan (ECA, a subsidiary of the "Baiterek" Holding) helps exporters address these issues.

Journalists were shown how this works in practice during a press tour to the city of Shymkent. Media representatives visited several local production facilities to assess the effectiveness of state support measures on the ground.

Today, the Export Credit Agency is actively contributing to economic diversification and the technological modernization of the manufacturing sector. The Agency focuses on high-value-added products, including agro-industrial complex (AIC), food industry, metallurgy, mechanical engineering, the chemical industry, and others. For January–August 2026, the Agency provided support to 78 domestic enterprises totaling more than 514 billion KZT. All business segments are represented in ECA's portfolio, with about 63% of supported projects belonging to small and medium-sized enterprises (SMEs), which helps regional manufacturers open up export markets. The aggregate economic effect from the provided measures (including export revenue, tax payments, and production volume growth) is estimated at 1.7 trillion KZT.

The regional breakdown demonstrates high business activity in the southern regions: in the first eight months of 2026, exporters from Shymkent received support exceeding 6.9 billion KZT. Financial and insurance assistance was provided to enterprises in the food industry, AIC, metallurgy, chemical industry, and mechanical engineering.

As part of the press tour program, journalists visited leading companies in the region that are successfully scaling up their foreign shipments thanks to ECA's instruments:

  • JSC "Shymkentmay" – a flagship of the oil and fat industry with an 80-year history. The enterprise's cooperation with ECA has been ongoing since 2018: during this time, the total volume of insurance coverage reached 28.5 billion KZT (including 4 billion KZT in the current period). Contract insurance and pre-export financing have enabled the plant to minimize risks and expand its export geography to 9 countries worldwide, including Uzbekistan, Tajikistan, China, Iran, and Turkey.

  • LLC "Stroi Construction" – a high-tech enterprise manufacturing metal structures and infrastructure products. Partnership with ECA has been developing since 2025, with total support amounting to 6.1 billion KZT (including 2.1 billion KZT in the current year). The agency's instruments helped the company establish stable product supplies to China and Turkey.

The press tour allowed media representatives to closely examine how ECA's comprehensive tools – ranging from insurance and guarantees to pre-export financing – help Kazakhstani businesses confidently enter global markets.
