State Support Instruments for Non-Resource Exports Presented to the Business Community in Almaty
During a meeting between A. Abildabekov, Vice Minister of Trade and Integration of the Republic of Kazakhstan, and representatives of Almaty’s business sector, representatives of the Export Credit Agency of Kazakhstan (ECA, a subsidiary of "Baiterek" National Managing Holding) presented comprehensive state support measures for entrepreneurs and domestic manufacturers.
During the event, the business community of the southern capital received a detailed overview of insurance, financial, and service mechanisms aimed at stimulating foreign trade activity and promoting Kazakhstani manufactured goods to international markets.
The Agency’s activities are focused on providing insurance protection to domestic exporters of high-value-added products against non-payment risks, as well as offering guarantees and pre-export financing through second-tier banks. To date, the ECA offers entrepreneurs a portfolio of 25 insurance and guarantee products that accompany foreign trade transactions at all stages of the export cycle — from contract preparation to the full fulfillment of obligations by foreign partners.
According to Agency representatives, the key goal of the development institution is to ensure maximum security and financial stability for Kazakhstani enterprises expanding into foreign markets. Systematic support covers key sectors of the national economy — from industrial manufacturing to agribusiness — while regular dialogue with regional businesses allows state instruments to be tailored to the real needs of entrepreneurs.
The results of the Agency’s work confirm the strong demand for its insurance and financial mechanisms. In the first eight months of 2026 alone, the total volume of financial and insurance support provided by the ECA exceeded KZT 514 billion, benefiting 78 domestic exporters and generating a cumulative socio-economic effect of over KZT 1.7 trillion. The geographic reach of deliveries spans more than 40 countries, including markets in Central Asia, Russia, China, the European Union, and the Middle East.
As the country's primary financial and logistics hub, Almaty leads in the volume of support provided for non-resource exports. The high concentration of SMEs and manufacturing facilities enables enterprises producing food items, construction materials, metal products, and machinery to actively enter the EAEU, Chinese, and Central Asian markets.
