ECA will strengthen support for the export of construction materials to the EAEU
Creating favorable conditions for the free movement of construction products and services within the Eurasian Economic Union (EAEU) and eliminating trade barriers became the key topics of discussion at a meeting between representatives of the construction industry and government bodies in Almaty.
The event featured a speech by Almas Kalkaev, Director of the Almaty branch of the Export Credit Agency of Kazakhstan (ECA). In his presentation, “Measures of State Support for Domestic Exporters”, he spoke about ECA’s products, including guarantee mechanisms, insurance, and trade finance. According to Kalkaev, the share of support provided by the Agency to the construction sector has been growing rapidly.
“Over the first eight months of 2025, the share of construction material exports in ECA’s portfolio exceeded 3.7 billion tenge. The main buyer countries were Armenia, Belarus, Russia, Uzbekistan, and Kyrgyzstan,” noted Almas Kalkaev.
Despite the deep economic integration among EAEU countries, barriers still exist in the construction sector that hinder manufacturers and construction companies from entering neighboring markets. The main reasons are differences in standards, certification, and logistics.
According to experts, eliminating these barriers could increase mutual trade in construction materials within the Union by 15–20% in the coming years. For end consumers, this would mean access to higher-quality materials and lower housing construction costs.
In this regard, Kazakhstan’s ECA plans to significantly strengthen support for Kazakh companies entering foreign markets, especially within the EAEU. The Agency intends to adapt its products to current market trends in order to stimulate the growth of the non-resource sector both in Kazakhstan and across the entire Union.
Participants of the meeting expressed hope that the prepared proposals for solving issues in the construction industry will be presented and possibly endorsed by the heads of state of the EAEU countries at their upcoming summits.
Earlier, it was reported that since its establishment, the GDP of the Eurasian Economic Union has grown by 18% and exceeded USD 2.5 trillion.
