Support for Kazakhstan–China business cooperation
The first regional energy forum, Power Central Asia + China, was held in Astana as part of the “Central Asia – China” summit. The forum’s business program covered a wide range of pressing topics, including the energy transition, investments, exports, technological development, integration of renewable energy sources (RES), prospects for hydrogen energy and pumped-storage hydropower plants, the implementation of ESG standards, and the deepening of industrialization. A total of 22 thematic panel sessions were held.
One of the panel sessions focused on the financing of major joint projects between Kazakhstan and China. Ayan Bektybayeva, Deputy Chairperson of the Management Board of Export Credit Agency of Kazakhstan JSC (ECA), took part as a session speaker and spoke about ECA’s role in supporting industrialization and investment cooperation with China, highlighting specific financial instruments.
“We see tremendous potential in the China–Kazakhstan trade and economic partnership – across industry, energy, transportation, logistics, and other sectors. ECA Kazakhstan is ready to serve as a reliable instrument that ensures protection, trust, and speed in the implementation of your export projects. Our mission is to mitigate commercial and political risks, thereby accelerating investment decision-making, simplifying access to financing, and protecting the interests of all parties,” – noted Ms. Bektybayeva.
Among the most in-demand instruments offered by the Export Credit Agency of Kazakhstan in the context of cooperation with China are deferred payment export financing, support for Chinese investors during localization in Kazakhstan, and assistance in establishing China–Kazakhstan joint ventures.
It is worth noting that ECA actively cooperates with China’s export credit agency SINOSURE and other Chinese financial institutions.
The forum was aimed at achieving tangible and practical results, culminating in the signing of strategically important agreements between Kazakhstan and leading Chinese companies.
