In the East Kazakhstan region, with the support of ECA, a new high-tech oil extraction complex has been launched.
Construction of a modern multicultural plant for the production of oils and fats by LLP "Altai Mai" has been completed in Ust-Kamenogorsk. The project, implemented with the support of the subsidiary organizations of the "Baiterek" holding, is aimed at strengthening the agro-industrial potential of the region and expanding the country's export horizons.
The ceremonial event was attended by Eldar Kuanbaev, Managing Director of JSC "Export Credit Agency of Kazakhstan" (ECA). The project is an example of comprehensive state support: its implementation involves instruments of JSC "Agricultural Credit Corporation" (ACC), Qazaqstan Investment Corporation (QIC), and ECA.
Technological modernization and environmental sustainability
The enterprise is equipped with advanced machinery acquired through cooperation with the Export Credit Agency of Kazakhstan. The technological cycle includes:
- Completely zero-waste production and its own local treatment facilities;
- Processing capacity: up to 500 tons of sunflower seeds and up to 400 tons of rapeseed per day (with the possibility of processing soy);
- Annual production volume: up to 74 thousand tons of vegetable oil and 64 thousand tons of meal.
Socio-economic impact
The launch of the plant contributes to the creation of new jobs: currently, the workforce consists of 280 people, and upon reaching full capacity, the number will increase to 400 specialists.
Export potential
The majority of the products will be directed for export, with the remainder supplied to the domestic market. According to Eldar Kuanbaev, thanks to ECA’s support, the enterprise already has potential partners for the purchase of crude and bottled oil. The products are planned for delivery to Uzbekistan, Kyrgyzstan, Tajikistan, the Russian Federation, China, and other countries.
ECA has been cooperating with ALTAI MAI since 2023. The agency provides support in the form of debt insurance to replenish working capital. The main part of financing and investment is provided by ACC and QIC, ensuring supply stability and creating conditions for increasing export volumes.
The development of such enterprises aligns with the instructions of the Head of State on deep processing of agricultural products and increasing the share of non-raw exports in Kazakhstan’s economy.
