ECA Roadshow: East Kazakhstan Region Enters the Top Three Leaders in Export Growth
The Export Credit Agency of Kazakhstan JSC (ECA) held a roadshow in the East Kazakhstan Region (EKR). As part of the visit, a seminar for entrepreneurs was organized with the support of the regional akimat and the EKR Chamber of Entrepreneurs. The event brought together representatives of the agro-industrial complex, light industry, and the food industry.
New opportunities for export growth
During the meeting, ECA’s Regional Manager, Altyngul Tulegenova, briefed entrepreneurs on the agency’s existing support tools, highlighting a new product — export operation guarantees. Participants also learned about the agency’s digital innovations, including the new “Exporter’s Personal Account” platform, which enables the full documentation process — from application submission to contract signing — to be conducted entirely online. This system streamlines interactions and saves entrepreneurs time.
“Thanks to the effective operation of our platform and a wide range of financial solutions, in the first half of 2025, the East Kazakhstan Region entered the top three regions of Kazakhstan in terms of insurance coverage volumes and guarantees provided by the ECA,” emphasized Altyngul Tulegenova. She added that the region has significant potential for further expansion of foreign economic activity, and the agency is ready to support such initiatives.
According to A. Tulegenova, in the first half of 2025, EKR ranked third in the country in terms of ECA insurance and guarantee obligations, with considerable potential for continued growth. In this regard, the ECA will provide comprehensive support for business development in the region, opening access to new markets and opportunities. By the end of 2024, more than 10 export-oriented companies in the region had successfully implemented projects worth over 62 billion tenge with the support of the ECA.
Financial incentives for exporters
One of the main topics discussed was the pre-export financing tool, offering attractive lending terms at an annual rate not exceeding 12.6%. This mechanism is available both through commercial banks and the Development Bank of Kazakhstan. According to the Regional Manager, it is the most popular financial product, enabling businesses to secure working capital for purchasing raw materials and preparing export batches.
Additionally, entrepreneurs in the EKR were introduced to other widely used support tools, including:

trade financing;

credit risk insurance;

deferred payments or deliveries under export contracts;

mechanisms for providing various types of guarantees (participation in international tenders, fulfillment of contractual obligations, and other post-tender guarantees).
Results for the previous period in EKR
In 2024, ECA’s activities helped dozens of local companies strengthen their positions in foreign markets, with the total value of implemented export projects exceeding 62 billion tenge.
To date, more than 300 domestic companies have benefited from ECA’s financial, insurance, and guarantee support tools. In the first half of 2025, the total volume exceeded 333 billion tenge, with projections reaching 600 billion tenge by year-end. Within this period, the EKR entered the top three exporters, receiving a total of 30 billion tenge in ECA support.
Second wave of the roadshow
The second stage of the event continued with a press tour of regional enterprises, which began the day before. The tour included visits to the “Vostokmashzavod” plant, the “ALTAI MAI” agricultural enterprise, and the “Altyn Shygys” production facility. These visits allow for an assessment of the real achievements and challenges faced by local manufacturers, identifying additional growth opportunities to increase export volumes.
