ECA SETS A NEW RECORD: FIRST HALF-YEAR RESULTS
JSC "Export Credit Agency of Kazakhstan" (ECA), a subsidiary of the National Managing Holding "Baiterek", has announced record-breaking results for the first half of 2025. The volume of supported exports in the manufacturing sector more than doubled compared to last year, reaching an all-time high.
During the reporting period, ECA provided export support totaling KZT 333.3 billion, including KZT 43 billion raised through pre-export and trade financing. For comparison, the total support in the first half of 2024 did not exceed KZT 157.9 billion.
ECA supported 81 exporters, including 12 new clients, highlighting the company’s strategy to expand its reach and attract new market participants. Special attention is given to small and medium-sized businesses (SMEs), which accounted for 70% of all supported projects.
The main export categories include food products, metal goods, chemical and petrochemical products, agricultural goods, and construction materials. Key export destinations are Uzbekistan, Kyrgyzstan, Tajikistan, China, Russia, Belarus, Armenia, Azerbaijan, Mongolia, and the UAE.
Among exporting regions, Karaganda Region took the lead, accounting for 52.7% of the total ECA support, with enterprises receiving assistance totaling KZT 176 billion. It was followed by Abai Region (KZT 50 billion) and East Kazakhstan Region (KZT 30 billion).
The most effective support instruments remain short-term accounts receivable insurance, loan insurance, and export documentary credit insurance, helping minimize risks for exporters.
Madina Erzhanova, Deputy Chair of ECA’s Management Board, emphasized the agency's continued focus on developing competitive production in non-resource sectors and expanding the domestic product lineup in international markets. Special emphasis is placed on supporting SMEs.
“In the first half of this year, we achieved the same results as for the entire previous year. By the end of the year, we expect to reach KZT 600 billion in total support. We are clearly scaling up breakthrough and investment-attractive projects,”
said Madina Erzhanova.
Ms. Erzhanova also noted the growing role of reinsurance in ECA’s strategic framework. As the volume of supported exports increases, so does the assumed risk, prompting the agency to strengthen cooperation with foreign export credit agencies and international reinsurers. In 2025, the volume of reinsurance exceeded KZT 135 billion, significantly reducing risks for the Baiterek Holding and enhancing financial stability.
The activities of the Export Credit Agency of Kazakhstan allow it to monitor global trends in export credit and play an active role in shaping effective support tools for Kazakh companies in international markets. Thanks to the development of digital services and the introduction of new products, obtaining agency services has become significantly easier. Exporters can now apply via a digital platform—a personal account available on ECA’s official website and on the business support portal bgov.kz. The system allows entrepreneurs to submit applications online and track their status in real time.
