Export Expansion and New Markets
As part of the export strategy, insurance, reinsurance, and guarantee instruments for domestic producers are being expanded. A key priority is entering new markets and providing comprehensive solutions to support Kazakhstan’s exports.
In this regard, Baiterek is launching a trade fund and forming a portfolio of export-oriented projects, including the development of poultry farming and crop production.
Key Export Directions:

Consolidation of major producers and traders of crop products (including grain, oilseeds, and legumes) to expand export channels.

Creation of stable export supply chains and expansion of export geography (China, Central Asia, the EU).

Reduction of speculative pricing factors and stabilization of the market.

Partnerships with major international buyers (such as COFCO and others).

Investment support and engagement of the private sector in trade activities.

Improvement of transport and logistics services for agricultural producers.

In the long term — transformation of the fund into a Food Security Fund with a broader mandate to ensure food security in CICA countries and the Middle East.

These measures will help bring Kazakhstani products to new markets and strengthen the position of domestic producers. The Export Credit Agency (ECA) will cooperate with second-tier banks as well as other financial institutions within the Baiterek group.
Support instruments will be provided in exchange for business commitments related to localization, industrialization, and investor attraction.
